License Plate Not Generating for Serial Tracked Items at Receipt

We are having an issue recently that historically was not an issue. When receiving a voyage or purchase order we get license plate labels generated/printed for items that are not serial tracked. When we receive an item that is serial tracked it does not generate the license plate record and therefore nothing prints. All of the setup looks correct so not sure what we might be missing that's causing this to now be an issue. Any ideas?
